Evidence Based Loss Prevention

Evidence Based Loss Prevention is a special and very rigorous subset of Silcar’s High Reliability Organisation approach. The concepts of duty of care and due diligence become critical issues where high-consequence losses are possible.

Silcar’s Evidence Based Loss Prevention (EBLP) capability implemented through  High Reliability Organisation (HRO) and Asset Performance Management (APM) is a very effective way to address these matters.

Loss Prevention consists of activities  that aim to prevent a failure event and/or limit the consequences. It is managed through implementation of protection through:
• precautionary barriers acting upon the triggers of loss, and
• mitigation barriers that reduce the magnitude of the consequences.

This structure is depicted in a ‘bowtie diagram’ below. The precautionary barriers equate to the HRO principles of anticipation (preoccupation with failure, reluctance to simplify and sensitivity to operations). The mitigation barriers equate to the HRO principles of containment (commitment to resilience and deference to expertise).

In addition to designing and implementing the prevention methods, EBLP also calls for the following:
• Evidence of Execution – demonstrating compliance to an agreed plan of precautionary and mitigation activities,
• Confirmation of Protection – emphasizing requirements for periodic confirmation or audit that precautionary and mitigation barriers are in place and effective.
